The Noble County Chapter of the Ohio Retired Teachers Association was organized on September 14, 1965. With the assistance of Charles W. Layman, a former Noble County teacher and District Director for ORTA, and Edwin Roe of Zanesville, an ORTA Trustee, the retired teachers of Noble County in Ohio became a part of ORTA.

The first elected officers included William Forshey, President; R. R. Ullmann, Vice-President and Sadie Brothers, Secretary-Treasurer.

The committee to prepare the Constitution and By-laws included A. G. Wharton, Minerva Frazier and Wayne Mallett.
